These problems were solved during the Blue Book study period. Instead, time-controlled changeover is used so that, while timer T1 (see Appendix A) is running, the Level 2 buffers are cleared. Therefore, no message missequencing occurs when user traffic is diverted to alternative links when T1 expires.
However, two further problems are present with the Blue Book procedure: • On the one hand, only stand-alone STPs are fully protected. The protection of a restarting STP having user functions, however, is incomplete. If the first link within the link set to an adjacent node is available again the restarting and adjacent signalling points are immediately allowed to restart local user traffic terminating at the adjacent node. • On the other hand, a restarting signalling end point (SEP) is not protected, since the restart procedure is terminated if the first link to an adjacent node is available again so that, according to the Blue Book specification, no restart procedure is performed for an SEP.
Finally, a third network element needed is the signalling gateway (SG) that transfers the signalling information between a PSTN node and a media gateway controller or an IP signalling point (IPSP), which may be an IP-resident database, or to another signalling gateway. In order to carry SCN signalling messages transparently between the signalling gateway and the media gateway controller or IP signalling points the SCN messages are encapsulated in IP datagrams and transferred via an IP-based network.
